IP Finder
If you need to quickly determine your public IP address, try out this site from onedown.net. I have used Gnomedex's contact form to quickly determine my public IP address before I found onedown.net.

It appears that all the links listed above are not working. So I tracked down some new ones. You could always search google or yahoo to find others.
Update: 9 MAR 2004
After you identified an IP address, you can use additional tools to find the owner of that address.

If this person has visited your website, you can check/review/peruse your webserver's access logs to get a list of all ip addresses that requested web pages from your webserver.

Why should you use some website for your own ip?
In windows is a program called command wich you can find in your start menu.. typ ipconfig in that program.. yeah.. Why difficulty?

You are correct if the ip address assigned to your machine is a public ip address. But what if you machine is assigned a non-routable ip address like (192.168.1.100) by a firewall router? The websites listed above will show you what IP addresses the rest of the world sees.

There is a way you can get someone's IP in MSN Messenger. (Only works on Windows XP)
First, you need to send the person, whose IP address you want, a large file (preferably over 500kb).
Then. click 'Start -> Run' and type 'cmd' in the box. A little black window should then open. In it, type in 'netstat' and It'll come up with a list of IPs. The one that comes up that isn't yours, is the person you're sending the file to in msn.

With that netstat thing you have to go to start then run, type cmd press enter/click run woteva, then in the window type Netstat -N
and it will tell u all the Ip's
